CONSTITUTION :

1. Name : NEPALESE ASSOCIATION IN JAPAN (NAJ)

  • 1.1 This non-profit organization shall be called “Nepali Samaj Sangthan, Japan” in Nepali.
  • 1.2 This organization shall be called “ Nepalese Association in Japan” in English, hereinafter referred to as NAJ, and in Japanese it will be known as “Jai Nichi Neparujin kai.”

2. Purpose

  • 2.1 To bring all Nepalese people living in Japan together on a common platform, to develop mutual understanding among them and to act to promote and prote  their rights and benefits.
  • 2.2 To assist in improving the relationship between the nations of Nepal and Japan by conducting activities such as seminars, workshops, debates, lectures, and research.
  • 2.3 To try provide solutions to problems concerning human rights issues.
  • 2.4 To be actively involved in utilization of the skills and knowledge earned by Nepalese people during their stay in Japan, in related fields in Nepal.

3. Location

  • 3.1 The NAJ office is located at MARUE Building 4th Fl., 2-1-2 Nakazato, Kita-ku, 114-0015 Tokyo.

4. Membership Fees

  • 4.1 General Membership: The admission fee will be Y5,000 and the annual individual membership fee will be Y2,000
  • 4.2 Life Membership: The life membership fee will be Y100,000.
  • 4.3 Guest Membership: The annual membership fee will be Y4,000.  The guest membership will be provided to all non-Nepali individuals.
  • 4.4 Honorary Membership: The honorary membership will be conferred on individuals upon the executive committee recommendation for contributing to the highest order and greatest degree to help NAJ attain its objectives and goals.  The Honorable Nepalese Ambassador to Japan will automatically be the honorary member of this organization.
  • 4.5 Advisory Membership:The individuals contributing to accomplish the objectives of NAJ through their advisement shall be provided the advisory membership of  the organization according to the recommendation of the executive committee.  There will be no annual membership dues for advisory members.
  • 4.6 The Honorary, Guest and Advisory members shall not have the voting right in NAJ elections.

5. Membership Application Requirements and Membership Renewal Procedures:

  • 5.1 The individuals will be required to provide the completed membership application along with a copy of Nepalese passport, a photograph and the appropriate membership fee.
  • 5.2 The annual membership will automatically end at the end of December each year and will discontinue until renewed.

6. Expulsion of Members: Any member may be expelled from NAJ for any, or a combination of the following reasons:

  • 6.1 Resignation.
  • 6.2 Verification of evidence of members involved in activities against the objectives and interests of NAJ.
  • 6.3 Non-payment of membership dues.

7. Executive Committee

  • 7.1 The President, Vice-President and General Secretary of NAJ shall be elected in the general election in General Body Meeting by voting.   The executive committee of NAJ shall consist of 13 members.  The following executive committee members shall be nominated by the President based on the recommendation of the Vice-President and General Secretary of NAJ.

Assistant Treasurer
Members – maximum four positions.

  • 7.2 The term of the executive committee shall be three years.

8. Executive Committee Members

  • 8.1 President
  • 8.1.1 The President should be cognizant with general constitutional and administrative affairs, and have a good understanding of Japanese society and culture.
  • 8.1.2 The President shall actively participate in attaining the objectives and development of the organization within the purview of the NAJ constitution.
  • 8.1.3 The President shall be the chairperson of the executive committee and the General Body Meeting of NAJ.
  • 8.1.4 The President shall have the authority of re-assigning the duties and responsibilities of an absentee executive committee member to another member.

  • 8.2 Other Executive Committee Members
  • 8.2.1 The executive committee members shall not be involved in activities detrimental to the objectives and interests of NAJ and harmful to another NAJ member.
  • 8.2.2 The executive committee members shall follow directions of the constitution, general body or the executive committee.
  • 8.2.3 The President shall reserve the right to expel any executive member following notification to the executive committee in the event the member is proved to be unable to carry out his/her duties and responsibilities.

9. The rights, duties and responsibilities of the Executive Committee

  • 9.1 The executive committee and its members shall not be involved in any kind of activities leading to the personal gain of money or favors.
  • 9.2 The executive committee shall have the right to form the rules and regulations within the purview of the NAJ constitution in order to perform the administrative and financial affairs promptly and efficiently.
  • 9.3 For any NAJ decision to pass, it should be approved by a majority of votes from the executive committee.  In the event of a tied vote, the President shall have the right to cast the deciding tie breaker vote.
  • 9.4 The President shall chair the NAJ meetings.  In the event the president is absent, the Vice President shall chair the NAJ meetings.  The general secretary shall chair the NAJ meetings, if both President and Vice President are absent.
  • 9.5 The executive committee shall reserve the right to provide explanation to this constitution.

10.  General Body Meeting

  • 10.1 The General body Meeting shall include all NAJ members.
  • 10.2 The General Body Meeting shall be held at least once each year.
  • 10.2.1 The attendance by sixty percent of all NAJ members shall be necessary and sufficient to constitute a quorum of the transaction of business of the General Body Meeting.
  • 10.3 The President and Treasurer shall present the annual report and the audited account activities, respectively, in the General Body Meeting.
  • 10.4 The executive committed shall reserve the right to call the General Body Meeting at any time of the year.

11. Revenues

  • 11.1 Membership dues.
  • 11.2 Donations and gifts.
  • 11.3 NAJ active and inactive assets.
  • 11.4 Sale of NAJ publications.
  • 11.5 Revenue resulting from conduct of seminars, training, consulting services, etc.
  • 11.6 Miscellaneous.

12.  Fiscal year

  • 12.1 The fiscal year of NAJ shall commence on the first day of January each year and end on the thirty-first day of December the same year.

13. Dissolution of NAJ and Distribution of NAJ Assets

  • 13.1 NAJ may be dissolved at any time, if and when approved by at least two-third of the total membership in good standing.
  • 13.2 Upon such dissolution, the assets of NAJ, after all debts have been satisfied, then remaining in the hands of executive committee, shall be distributed, transferred, conveyed, delivered to any other organization of similar purpose and stature, or to a social and charitable organization if no such organization could be found, as determined by the general body that proposed the dissolution of NAJ.
